HB 2 Teacher Certification Requirements

House Bill 2 placed new limits on Texas school districts' ability to waive teacher certification requirements for foundational curriculum courses under a district of innovation (DOI) plan. This dashboard flags districts that were approved to delay implementation of those certification requirements until the start of the 2029–30 school year. Each approved district has a locally developed transition plan on file with TEA.

Among delay-approved districts, 41% earned a B and 35% a C, with only 10% earning an A. Not-approved districts have a notably higher share of A-rated districts (18%) and a lower share of C-rated districts (26%), suggesting the approved group skews toward mid-range performers.

Delay-approved districts are heavily concentrated in the 5–30% uncertified range (76% of approved vs. 46% of not-approved), with a median of 14%. Not-approved districts are more polarized — 30% have under 5% uncertified teachers, but 23% have 30% or more, compared to just 11% of approved districts at that level.

2025–26 TIA Participation by Cert. Delay Status

TIA participation is broadly similar across both groups, but delay-approved districts are overrepresented among full TIA participants (48% vs. 44%) and underrepresented among non-participating districts (31% vs. 37%), while not-approved districts skew slightly toward non-participation.
